Because you can't suggest updates for 'pending' items. It would have had to have been declined to allow update suggestions. (I might be remembering this wrong.)

By the way, +35% attackspeed is 2425 gold. You might want to put each of the mods through the GMSI: have 0 cost item, then uncomment one mod in the modification table (with some value) and run script.
Alternatively, the values in the original are pretty close to being on 1:1 cost-ratio with each other, so if you're only going to increase the mods, you could multiply the original's mods with, for example, 3. The gold cost should then be 1250, because gold cost increases exponentially in relation to the mods.
