I would remove the specials and the cooldown doesn't work in the test map.

yeah neither do i.
if the bonus/malus were lower, this'd be a trashy early game item.
however since you've made them (the bonuses) so potentially gamebreaking and yet equally potentially crippling, its hard to decide how to balance it.

I'd think of it this way:
most tower's will have a critchance of <30% (MUCH less in most cases), hence with this item towers would stand to gain more than they would lose. However i still think the 30% is too huge.

So i'd suggest:
1) completely nerf the bonuses to like plusminus 5% and have it as an earlygame item.
2) nerf the bonuses only a bit ~15% and shift the goldcost into the midgame range.
3) change the item altogether - you called it a lucky (implies it is good) coin so maybe instead of a big bonus and big malus, just have two smaller bonuses?
